X-Men
The X-Men are the remnants of the former Xavier Institute as well as the organization
that at the was called the X-Men by the members. Today, however, the group is
nowhere near its former glory. In fact, it is probably one of the weaker factions
of the 2009 era thanks to several key members being among the first to die, the
elimination of their main headquarters, and now being focused mostly on taking
care of mutant children they have gathered into their arms and promised to
protect and care for. Led by Scott Summers, aka Cyclops, they are a mostly
neutral organization, standing for keeping what they have and not seeking to
get anymore at the risk of their lives or the lives of those they care for and defend.
Most of those with the X-Men title will only be affiliated – only a select few carry
on the fighting tradition of the group, and then only in self defense. Headquartered
in NYC on East 56th Street near Central Park in Midtown Manhattan.
Brotherhood of Mutants
Long since labeled a terrorist organization, a title they do not object to as it describes
them very well, the Brotherhood has gained more and more power over the
years, especially after the death of Xavier and the raid on the Institute, and
in fact they have picked up many former students of Xavier, promising that
one day they will make mutants equal to humans if not better, somehow at
least. They result to tactics that involve murder, mayhem, exploding stuff,
and causing your typical terrorist destruction. The Brotherhood is now led
in tandem by Dominikos Petrakis, aka Avalanche, and Raven Darkholme, aka
Mystique, from their very unassuming headquarters in the basement of an old
apartment block on West 123rd Street in Harlem, still sending members on
missions to take out important figures, blow up things, and the likes.
Hellfire Club
When it comes to representing the richest and most powerful of the mutant world,
the Hellfire Club does a very good job. Since they signed an agreement with
the government, they are obviously in the driver’s seat when it comes to which
group has the reigns over where the future of mutant kind goes. Led by the gorgeous
and very, very rich Emma Frost, the White Queen of the Hellfire Club, only the
richest and most influential of mutant kind, or those with powers beneficial to
the organization, are recruited to join the ranks. Among those, only the best
of the best are allowed to be within the Inner Circle, the most powerful people
in the mutant world. Headquartered at the Hellfire Tower on Park Avenue on
the Upper East Side, they also have secondary locations in London and Shanghai.
Government
The government is the always present force behind the world of 2009, the force that
created, implemented, and now enforces the McAllister Act, but it involves many
layers of groups and organizations, from the FBI to the Senate to the McAllister
Commission, which itself includes the scientists and guards at the New Smyrna
Containment Center, the infamous “Mutant City”. Led of course by the President,
their New York center of operations is the massive Verona Building, a 75-story building
located two blocks east of Times Square, which also serves as the national headquarters
for the McAllister Commission. By joining the government, your character will have
had to go through rigorous checks to make sure they are not carriers of the X-Gene.
The government’s stance on mutants is that each and every single one of them is a
threat to the human public, leading to their stance that mutants must be executed
at camps such as New Smyrna outside of Albany.
Mutant Enforcement Unit
The paramilitary unit of the McAllister Commission, the MEU’s overall headquarters
is in Washington, but for the NYC area, all of New England, as well as Pennsylvania
and New Jersey, District One as it is known, the current leader is a former military
man by the name of Edward Davies. Made up of members of all sorts of units – Army,
Navy, Air Force, Marines, Secret Service, FBI, NSA, CIA, etc – the MEU is an
elite force that has combined together some of the best of the best of the nation’s armed
forces to create the supreme mutant-fighting and capturing force, as well as combining
them with the efforts of a few captive mutants kept under close security and many
fail safes to take down the most powerful mutants that normal police cannot
catch themselves. They have a high fatality rate, but thanks to the fact most
of their members are extremely vehement mutant haters, several have seen this
as an opportunity to be a martyr for humanity.
Morlocks
A few years ago the Morlocks would have meant grotesque mutants who could not
feasibly live in the public eye. Ever since the McAllister Act went into effect,
it is not only hideous mutants but also runaways, fugitives, and others who
cannot find anywhere else to go. There are even people who once upon a time
were highly successful members of society, but ever since the enactment of the
McAllister Act, the only place they can make their homes are the sewers beneath
the city. There are also several people whose mutations make them very obvious,
leaving the sewers their last hope to stay alive. Led by the woman only known
as Callisto, a tough as nails mercenary (or so she appears), the Morlocks are yet
another neutral force, even though they are being courted by several sides looking
for their support, knowing that they could be a determinant for the future of
the mutant race.
Guthrie Farm
Located on one of the largest plots of land in all of Westchester County, about an hour
north of New York City is the Guthrie Farm, a working dairy farm that holds a
rather interesting, and very much illegal, secret. Ever since the school where
several of her children attended was raided and destroyed by the government,
tossing its students into the wind, Lucinda Guthrie has done her best to give a
warm, safe environment to as many children – and even a few adults – as she
can. This includes several of her children and their classmates, most of whom
no longer have a family to return home to because they have been disowned by
their parents and families. The conditions are cramped and the location very
rural, but it’s a place that is safe. So far, at least. The kids and teens who live here
attend makeshift classes and help out on the farm as best as they can, knowing
that life on the outside for many of them would be much, much worse.

The farm was raided in December 2009 and destroyed by the government.
Friends of Humanity
The Friends of Humanity is an organization that is certainly not new to the world
of hating and campaigning against mutants, but they were indeed partially
responsible for the passing of the McAllister Act. Singlehandedly they have
turned the world against mutants, via propaganda, threats, and even murders
if need be. Currently led by former Navy SEAL and all around intimidating
figure Alan Spencer, their headquarters is just a block east of Central Park on
New York’s Upper East Side, a plain, unassuming skyscraper named Humanity
Towers. The FoH persist that they have nothing to do with any of the almost
terrorist-like activities that are pinned on them, but in secret, they are probably
responsible for hundreds of mutant deaths each year thanks to their very loyal,
very bigoted membership. To the FoH, mutants are scum that must be killed
for the good of the true human race, and there is nothing they will not do to
secure their future as the race on top.
Alliance for Mutant Relations
The Alliance for Mutant Relations is a rather new, upstart group founded by lawyer
Simon Avery as an attempt to reverse the work of the Friends of Humanity.
A peaceful group advocating a better understanding of mutants, they have recently
lost their founder and president to his own guilt and commitments, but thanks
to the work of other members they are quickly growing, as well as expanding
overseas thanks to the work of Catherine Woods in London. The Alliance is
legally a lobbyist group with a large oversight from the government, as well as
often surprise “inspections” that include DNA testing of workers and officials.
So far, even the mutants who work there have gotten off free, but they know they
must work fast to even have hopes of a future. They continue to hold public
rallies and try to spread word about what they see as the truth. They are the
most well known of the mutant groups, and they include many humans in their
numbers, but they are still persecuted against, and they have made enemies
in both the human and mutant worlds.
Infilzare il Cuore
An organization dating back to 1750 Naples, the Cuore family has long been
notorious as a mafia group now based in Jersey City led by a man who has seen
more than his fair share of jail time for money laundering, manslaughter,
conspiring to commit murder, and a number of crimes in Claudio Cuore, the
current Cuore boss. Since 2006, though, they have become notorious in
the crime world because of their interesting new path, enlisting or even kidnapping
and keeping captive mutants who they use as soldiers and slaves in their growing
crime syndicate. Owning a series of repair shops in New Jersey as a cover for their
illicit operations, the Infilzare can be brutal and ruthless in their pursuit of power.
As Claudio grows older and more power is put on his meak and weak minded son Marco,
fractures grow within the group even as more mutants are captured and even more
sign on, seeing the power they can get if they put their chips behind the powerful
mafia. They could care less about the governments politics, only caring about how
much money and underworld prestige they can acquire.
